马来亚大学经济与行政系主任艾蒙特雷斯葛梅兹博士称林冠英所掌管的财政部早已被“肢解”，所以对方是有名无实的部长；不过，财政部副部长拿督阿米鲁丁韩查今日（31日）表示，不认同林冠英权力被剥削这一说法，因为政府部门机构调整是为了提高有效性。
昨日（30日）艾蒙特雷斯葛梅兹在民主与经济事务研究所（IDEAS）2019年官联公司监督报告发布会上指出，尽管首相敦马哈迪没有兼任财长，但原本隶属财政部的国库控股和国民投资机构都已经转至首相署旗下。
他说，财政部甚至已经被“肢解”和削弱，因为很多重要机构都转移到首相署、企业家发展部、乡区发展部和经济事务部旗下。
不过，阿米鲁丁韩查今日出席2020年马来西亚医疗保健旅游年（MyHT2020）推介礼后，在记者会上被媒体追问此事时，强调此事无关财政部权力被剥削与否，因为有关变化是很自然而然的事。
“例如过去的马来西亚医疗旅游理事会是隶属其他部门，但是现在归纳在财政部底下。因此，这种变化是很自然而然的事。如果我们认为，调整可以提高有效性，权力是否被削弱或增加，不是个问题。”
他强调，这是为了让政府机器更有效率，让人民可以从政府处获得最好的服务。
阿米鲁丁指出，希望联盟执政时，马哈迪受委为首相，他也任命了所有内阁部长去履行职责。
“希盟执政后，也重启一些已经被废除的部门以及结合一些部门的平台等，所以这不是问题。我们关注的是以一个团队的方式，即内阁部长们在首相的领导下，共同去努力，为民提高最好的服务。”
